COASTAL & MARINE SERVICES
Birkitt has provided services for extensive coastal and marine projects
throughout Florida. Services have included design of shoreline protection
efforts including surveying, environmental, engineering, and geotechnical
services to complete conceptual and construction designs; development
of detailed water quality and construction monitoring plans to ensure
protection of water quality and coral reef, seagrass, and other benthic
habitats. Sea turtle and manatee protection and monitoring plans have
also been developed.
Projects such as the Tractebel Calypso pipeline that
was proposed to cross from the Bahamas to Port Everglades in Florida and
the 753-mile Gulfstream Natural Gas Pipeline Project that was constructed
from Mississippi/Alabama to Port Manatee in Florida required detailed
assessment of construction methodology and potential impacts to freshwater,
estuarine, and marine habitat as well as negotiation of habitat mitigation
plans in sensitive areas and environmental permits. Birkitt is managing
a coastal shoreline stabilization, restoration, and protection project
the City of Tampa (Rivergarden Project). The project includes the design
of 2500 linear feet of shoreline along tidal portions of the Hillsborough
River. Birkitt is also providing project management, siting assistance,
environmental, geotechnical, and surveying oversight, mitigation, and
water quality and permitting services for a 374-slip proposed marina in
north central Florida.
LAND DEVELOPMENT SERVICES
Birkitt offers a complete range of natural resource consulting services,
due diligence reviews, and feasibility analyses relating to development
and mitigation for all types of impacts. Whether it’s a DRI or a
small residential or commercial project we can provide wetlands delineations
and assessment, wildlife surveys, agency coordination, mitigation, and
environmental permitting. Projects include residential, industrial, and
commercial developments, parks and marinas, and due diligence reviews
for real estate transactions. Birkitt is the lead consultant on a 525-acre
marina and mixed-use development project in Keaton Beach, Florida.
AVIATION SERVICES
Our team of environmental specialists and scientists provide environmental
and permitting services for airports throughout Florida. Birkitt has provided
these services to the following airports: Southwest Florida International
Airport, St. Augustine Airport, Gainesville Regional Airport, Perry Airport,
and Tampa International Airport. Projects have included preparation of
Environmental Assessments (EA), permitting services, gopher tortoise relocations
and master plan updates.
LEGAL SERVICES
Birkitt experts offer litigation services and expert witness testimony.
Services have included witness preparation and litigation assistance for
an effluent pipeline in north Florida, valuation assessment of a 2,500-acre
parcel proposed for a water reservoir development in the Tampa Bay area,
support for local government review and preparation of testimony related
to a proposed phosphate mine, and agency negotiations regarding compliance
issues.

LINEAR PROJECTS
Birkitt has documented success in the siting, certification, and permitting
of over 1500 miles of natural gas and utility pipelines in Florida and
numerous roadway projects. Key projects have included the Gulfstream Natural
Gas Pipeline from Mississippi/Alabama to Port Manatee in Florida, crossing
through 10 counties and the Calypso Natural Gas Pipeline project from
the Bahamas to Port Everglades, Florida. We also provide environmental
monitoring for pipelines and roadways, including field inspections, monitoring,
documentation and management of necessary maintenance, completion and
production of reports and assistance in agency negotiation regarding compliance.
LOCAL GOVERNMENT
Birkitt can provide services to cities and counties as a single entity
performing environmental consulting services, as project manager of a
team designing a complicated restoration project, or as a team member
on projects such as roadway or bridge design and construction. We are
flexible in working for and with local governments and other consultants.
Birkitt has assisted the City of Tampa, Hillsborough County, Pasco County,
Port Richey, Hardee County, Pinellas County and others in roadway, bridge,
and park development projects.
WATER MANAGEMENT DISTRICTS
Birkitt has experience with most of the state water management districts,
including South Florida Water Management District, Southwest Florida Water
Management District, Suwannee River Water Management District, and St.
John’s River Water Management District. One large project in the
South Florida Water Management District is the Lake Okeechobee Isolated
Wetlands Restoration and Creation Program (LOIWRCP). The objective of
LOIWRCP is to route nutrient-rich water from agricultural lands through
the restored/created wetlands to remove total phosphorus loads into the
lake. LOIWRCP is a voluntary landowner cost-sharing program funded through
the South Florida Water Management District. The LOIWRCP offers landowners
the opportunity to restore wetlands that have been converted to other
uses or create new ones. Birkitt has been responsible for the construction
of two wetland restoration projects for LOIWRP for 80 acres and 400 acres.
Birkitt was also a team member on projects in the Suwannee River Water
Management District and the St. John’s River Water Management District
for minimum flows and level studies.
